Standards Activity 2023

Long-Term Care Standard — Version 1.0

The ASF Long-Term Care Standard (ASF-LTC-STD-v1) was published in May 2023. The standard covers nine organisational standards addressing resident rights, living environment, cognitive and behavioural care, end-of-life care, governance, and a dedicated Health & Migration endorsement. Public consultation ran for 30 days. Three pilot sites were used: two residential care facilities in Georgia and one in a transitional-category context. One panel member held a minor indirect interest (board membership of a care facility association) that was graded advisory-only; the member participated with the advisory restriction in place.

Hospital Standard — full revision opened

The Hospital Standard entered its first full revision cycle (three years from v1.0 publication in 2020). A Revision Panel of five was convened, incorporating surveyor feedback from 2021 and 2022 field experience. The two deferred proposals from 2021 were included in the revision scope. The draft was expected for consultation in Q1 2024.

First standards appeal

One appeal was received against the rejection of a revision proposal on Standard H-7 (governance and management), arguing that the evidence cited for the criterion was misrepresented. A three-member review panel was convened from Council members not involved in the original decision. The appeal was partially upheld: the cited evidence was correctly interpreted, but the means of verification was found to be insufficiently specific. The criterion was referred back for a targeted revision, completed and published as an amendment in November 2023.

Training & Education Standards — scoping

The Council opened scoping for the Training & Education Standards, establishing the framework for accrediting continuing professional development activities and course providers. The standard was designed to form the fourth pillar of ASF’s accreditation architecture.

Outlook for 2024

In 2024, ASF planned to complete the Hospital Standard v2.0, publish the Training & Education Standards, and open drafting for Primary Health Clinic and Fitness & Wellness standards.
