Full operational year. Model v2.0 adopted. Governance model finalised. Pilot cohort academic evaluation commissioned.
Legal basis: This report is published in compliance with French association law (Loi du 1er juillet 1901) and ASF’s founding statutes. Accréditation Sans Frontières is registered under French law as a non-profit association (association loi 1901), registered in Paris. Publication of annual accounts and activity reports is a statutory obligation under both French law and ASF’s constitutional protections.
Activity
ASF Model v2.0 — Two-Pathway Framework
The ASF Accreditation Model v2.0 was formally adopted, introducing the two-pathway framework: ASF Certification (local, via NAP, weeks to months) and ASF Accreditation (international, 12–24 months). The certification pathway was designed as a formal stepping stone to full accreditation, with certification history transferred and recognised by the ADC.
Constitutional Protections Operationalised
The seven constitutional protections written into ASF’s founding statutes were formally operationalised: fee schedule published and pinned, standards confirmed free, non-profit tier active, ADC independence confirmed with external majority, non-distribution constraint confirmed, annual reporting confirmed, five-year review cycle initiated.
Local Adaptation Framework
The National Adaptation Partner framework was formalised with published selection criteria, NAP agreement template, and Local Regulation Module methodology. The Georgia Local Regulation Module — mapping Georgian healthcare legislation onto ASF criteria — was completed and published.
Language Commitment
The constitutional language commitment was operationalised: all assessment in national language, ASF funding translation for ADC review. Georgian fully operational. French, Russian, Arabic, Spanish, and Portuguese translation programme initiated.
Academic Evaluation
An independent academic evaluation of the ASF pilot cohort was commissioned, with a research advisory board constituted from public health academics from multiple institutions. Baseline data collection methodology agreed and published. Evaluation designed for submission to a peer-reviewed journal.
Financial Summary
ASF continued to operate as a non-profit association. All surplus reinvested in the mission as required by the non-distribution constraint in the founding statutes. Income-tier fee structure operational across all registered facilities.

ADC Decisions
Full cohort of accreditation decisions reviewed and issued by the ADC in 2025. External majority maintained on all panels. No revocations issued. Decision summaries published quarterly in anonymised form.
Complaints
All concerns received via the public reporting channel reviewed within the 30-day target. Substantive concerns triggered re-verification as per the Quality Assurance protocol.
Random Re-Verifications
5% of accredited facilities selected randomly for unannounced re-verification. Findings published in aggregate in this report.
Next Report
The Annual Accountability Report 2026 will be published by 31 March 2027 in accordance with French law and ASF’s constitutional obligations.
