Protection from Sexual Exploitation, Abuse and Harassment (PSEAH)

Part of the ASF Governance & Policy Manual. Adapted from the PHIG Institutional Policy Manual (consolidated edition, September 2026) for donor due-diligence readiness (US, EU, UN and French government funders) alongside ISQua Organisation Accreditation.

Sexual exploitation, sexual abuse and sexual harassment by anyone connected to ASF — Council, Secretariat, Coordinators, Monitors — are gross misconduct and grounds for immediate removal. Owner: ASF Secretariat (Safeguarding Focal Point).

Definitions

Sexual exploitation: any actual or attempted abuse of a position of vulnerability, power or trust — including the power a Monitor holds over a facility’s accreditation outcome — for sexual purposes. Sexual harassment: unwelcome sexual conduct of any kind.

Reports are handled under Feedback, Complaints and Incident Management (ASF-POL-21), investigated independently of the reporting line of the person named, and protected from retaliation under Whistleblowing and Non-Retaliation (ASF-POL-28).
