ASF Surveyor Standard
Eligibility, conflict-of-interest screening, training, mentored practice, role scope, and renewal for the senior accreditation tier above Coordinator and Monitor
Foreword
ASF’s Coordinator and Monitor roles (ASF-MON-STD-v1.1) are the operating core of the quarterly accreditation cycle. The Surveyor tier sits above both: a senior role, reached only through prior Coordinator or Monitor experience, reserved for ASF’s most complex assessments — Crisis/Transitional facility classifications, escalated or disputed Monitor findings referred for independent re-review, and cross-border or first-in-country facilities.
This is deliberately more demanding than ISQua’s own surveyor-training requirement, reflecting ASF’s specific context: a facility-based Coordinator/Monitor layer most comparable accreditors do not have, built in because of ASF’s founding mission of reaching facilities others do not.
Joint Commission International holds ISQua EEA accreditation across all three applicable IAP tracks simultaneously — Standards (2022–2026), Organisation (2023–2027), and Surveyor Training Programme (2023–2027) — the direct precedent for what ASF is building toward across the Standards, Organisation, and Surveyor Training tracks documented on this site.
The ASF Surveyor Training Programme (the actual course content) is built against this standard, not the other way around — the same sequence ASF-MON-STD-v1.1 followed.
About This Standard
Scope
This standard applies to every individual certified by ASF as a Surveyor, and to the ASF Surveyor Training Programme itself.
Structure
This standard is organised into five domains:
- Domain A — Eligibility and Candidacy
- Domain B — Training and Certification
- Domain C — Surveyor Intern Phase
- Domain D — Role and Scope
- Domain E — Renewal, Liability and Governance
Domain A — Eligibility and Candidacy
Standard A1 — Candidate Profile
A Surveyor candidate holds a current Coordinator or Monitor certification in good standing, has completed at least 12 months of active facility-level experience, and demonstrates strong communication and analytical skills. Following Accreditation Canada’s model, a patient or community member with extensive first-hand experience of a facility ASF has assessed may also be considered, alongside the professional pathway.

Standard A2 — Application Process
A candidate applies with a cover statement of fit and two professional references, following Accreditation Canada’s surveyor-application pattern. The International Standards Council reviews applications and approves candidates to proceed to Domain B training.

Standard A3 — Conflict of Interest Screening at Candidacy
Every Surveyor candidate completes the same Conflict of Interest Declaration required of Coordinator and Monitor candidates (ASF-MON-STD-v1.1, Standards A3/C3), reviewed and renewed annually — carrying particular weight at this tier, since Surveyors handle the facilities and findings where independence matters most: disputed cases, Crisis/Transitional facilities, and first-in-country assessments where no prior ASF relationship can be assumed either way.

Domain B — Training and Certification
Standard B1 — Curriculum Content
The ASF Surveyor Training Programme is a single core course (not split per facility type, consistent with the Coordinator/Monitor model), built against the nine domains already crosswalked in ASF Standards for Surveyor Training Programmes and the four-framework benchmarking in International Training-Quality Benchmarking. At minimum it covers: escalated and disputed-finding review; cross-border and Crisis/Transitional facility assessment; mentoring Monitor candidates through their own supervised-observation requirement (ASF-MON-STD-v1.1, Standard E1); and ADC-level decision consultation.

Standard B2 — Delivery and Format
Following Accreditation Canada’s time commitment, initial training runs 2–3 days, with a mandatory annual refresher of the same length, delivered via GMJ Academy consistent with Coordinator/Monitor training.

Standard B3 — Examination
A candidate passes a proctored examination at a minimum 85% mark — the same threshold as Monitor certification, reflecting the Surveyor tier’s reliance on sound independent judgement — before proceeding to the Domain C intern phase.

Domain C — Surveyor Intern Phase
Standard C1 — Intern Requirements
The intern phase spans one complete assessment cycle at a single facility, guided throughout by a certified Surveyor mentor. The intern participates in every stage — evidence review, the full in-facility verification at renewal (ASF-MON-STD-v1.1, Standard B3), dispute handling if any arise, and the ADC submission.

Standard C2 — Mentor Requirements
A Surveyor mentor is a certified Surveyor with no declared conflict of interest regarding the intern or the facility, and has held certification for at least one full renewal cycle before mentoring — ensuring the mentor’s own practice has already been tested through at least one renewal.

Standard C3 — Evaluation and Progression
The intern is evaluated on performance, not attendance alone. A final assessment panel of two certified Surveyors — neither the mentor — evaluates the intern’s performance and recommends certification, deferral, or non-progression. An intern whose performance does not meet the standard may repeat the internship once, under a different mentor, before non-progression.

Domain D — Role and Scope
Standard D1 — Disputed Finding Review
A certified Surveyor conducts independent re-review of a Monitor finding referred as Disputed, where the facility or Monitor has escalated it under ASF-MON-STD-v1.1, Standard B4 (Dispute Pathway).

Standard D2 — Crisis, Transitional and First-in-Country Facilities
A certified Surveyor is assigned primary verification for Crisis (CR) and Transitional (TR) classified facilities, and for a facility’s first ASF cycle in a new country.

Standard D3 — Mentoring Monitor Candidates
A certified Surveyor may mentor Monitor candidates through the supervised in-facility observation required under ASF-MON-STD-v1.1, Standard E1.

Standard D4 — ADC Consultation
A certified Surveyor is available for ADC-level consultation on complex accreditation decisions (ASF-POL-22), excluded from any decision where they conducted the disputed re-review or primary verification under Standards D1–D2 above.

Domain E — Renewal, Liability and Governance
Standard E1 — Renewal
Certification is valid 3 years, renewed through the annual 2–3 day refresher (Standard B2), a minimum of one active Surveyor assignment per year, and re-examination at renewal.

Standard E2 — Professional Liability
Disciplinary consequences for confirmed misconduct follow ASF-MON-STD-v1.1, Standard F2, applied at the Surveyor tier with the same severity — suspension for significant discrepancies at re-verification, revocation and a 5-year exclusion for confirmed falsification.

Standard E3 — External Review
The Surveyor certification programme is included within the external review of the Council’s own practice required under Section 7.5 of How ASF Develops and Revises Standards — the same reasoning ASF applies to Coordinator and Monitor certification, applied without exception to the Surveyor tier.
