ASF Governance & Policy Manual · ASF-POL-28

Whistleblowing and Non-Retaliation

Part of the ASF Governance & Policy Manual. Adapted from the PHIG Institutional Policy Manual (consolidated edition, September 2026) for donor due-diligence readiness (US, EU, UN and French government funders) alongside ISQua Organisation Accreditation.

Anyone who reports a concern about ASF in good faith is protected: retaliation against a reporter is itself serious misconduct. As a French association, this protection is additionally grounded in the lanceur d’alerte (whistleblower) protections of Loi Sapin II (Loi n° 2016-1691). Owner: ASF Secretariat.

Who can report: Council members, Secretariat staff, Coordinators, Monitors, facilities, donors and members of the public.

What to report: any suspected breach of law, of this manual, of ASF-MON-STD-v1, or of a donor requirement — including a suspected false Monitor verification.

Reports go to info@accreditation.ge, confidentially and, if preferred, anonymously, and are handled under Feedback, Complaints and Incident Management (ASF-POL-21).
