Accréditation Sans Frontières is registered under French law as a non-profit association (association loi 1901), registered in Paris. Publication of annual accounts and activity reports is a statutory obligation under both French law and ASF’s constitutional protections.
Founding and Registration
Accréditation Sans Frontières was formally established as a non-profit association (association loi 1901) in Paris, France in June 2020. The founding statutes were adopted at the constituent general assembly. The founding President is Prof. Giorgi Pkhakadze (MD, MPH, PhD). ASF’s registered office is in Paris, with operations coordinated from Geneva and Tbilisi.
This report covers the period from founding (June 2020) through 31 December 2020.
Activity
Standards Development
The Hospital Standard v1.0 was developed and published, comprising 74 criteria across 9 standards. Criteria were derived from JCI International Standards, WHO patient safety priorities, and international accreditation Required Organizational Practices. The self-assessment tool prototype was built and tested internally.
Governance Established
The founding Board of Directors was constituted. The constitutional protections — seven provisions written into the founding statutes — were adopted. The founding statutes require annual reporting from 2020 onward.
Website and Digital Infrastructure
france-asf.fr launched. Initial standards documentation published. Self-assessment tool entered development.
Financial Summary
ASF operated on founding contributions in its first period. No accreditation fees were collected in 2020 as the programme was pre-operational. Full audited accounts are held at the registered office and available on request to members in accordance with French law.
Audited financial statements for all periods are available at the registered office in Paris in compliance with Loi du 1er juillet 1901 and ASF’s constitutional transparency obligations.
ADC Decisions
No accreditation decisions were issued in 2020. The Accreditation Decision Committee framework was established in the founding statutes but not yet operationally constituted.
