Part of the ASF policy framework, aligned with the equivalent PHIG policy. To raise a concern: see the ASF Complaints and Reporting Channel.
ASF prohibits trafficking in persons, forced labour and any practice that supports them, by its personnel, partners and suppliers. Owner: Operations Liaison.
Framework: the French Penal Code provisions on human trafficking and the Council of Europe Convention on Action against Trafficking in Human Beings, the UN Palermo Protocol and donor requirements, including US Federal Acquisition Regulation anti-trafficking clauses where US funds are involved.
Prohibited practices
- Recruiting, transporting, harbouring or receiving people by force, fraud, coercion or abuse of vulnerability for exploitation.
- Procuring commercial sex, including during work travel.
- Using forced, bonded or child labour.
- Destroying, hiding or withholding a worker’s identity or travel documents.
- Charging workers recruitment fees, or using misleading recruitment practices.
- Providing housing that does not meet local safety standards, where ASF arranges housing.
Due diligence
Suppliers and partners in labour-intensive or high-risk sectors sign an anti-trafficking declaration. Given ASF’s work with labour migrants and displaced people, project teams are trained to recognise trafficking indicators and to refer people to the national hotline and support services.
Reporting
Report any concern to the Safeguarding Lead within 24 hours. ASF cooperates fully with French law enforcement and notifies donors under Policy 15.
