Part of the ASF policy framework, aligned with the equivalent PHIG policy. To raise a concern: see the ASF Complaints and Reporting Channel.
Every ASF project defines its expected results, measures them with reliable data and uses the findings to improve. Owner: Research Integrity Officer (Tamar Talakvadze), with each project manager.
Minimum standards for every project
- Logical framework or results framework with outcomes, outputs, indicators, baselines and targets.
- MEAL plan: for each indicator, the data source, method, frequency and responsible person.
- Disaggregation: data by sex, age and disability where relevant (Policy 11).
- Data quality: checks on validity, reliability, timeliness and integrity; a data quality review at least once a year.
- Ethics: data collection involving people follows Policies 16 and 18.
- Accountability: participants are consulted and their feedback used (Policies 29 and 39).
- Learning: a lessons-learned review at mid-term and at the end of every project.
Evaluation
Projects above 150,000 EUR, or when a donor requires it, have an end-of-project evaluation; projects above 500,000 EUR have an independent external evaluation. Evaluations follow the OECD-DAC criteria: relevance, coherence, effectiveness, efficiency, impact and sustainability. Evaluation reports and ASF’s management response are published unless the donor objects (Policy 35).
