ASF Institutional Policy Manual · Aligned with PHIG, September 2026
Part of the ASF policy framework, aligned with the equivalent PHIG policy. To raise a concern: see the ASF Complaints and Reporting Channel.
ASF advocates for evidence-based public health policy but never uses donor funds to influence legislation or elections unless the grant expressly allows it. Owner: Board Chair.
- Permitted: publishing research, providing technical advice when invited by governments or parliaments, and public education on health.
- Not charged to grants: lobbying of legislators or officials on specific legislation, and any attempt to influence the award of a grant or contract. For US awards ASF signs the required anti-lobbying certification and disclosure.
- Prohibited always: support for any political party or candidate, and use of ASF resources in election campaigns (Policy 1).
- Record: advocacy activities are recorded with the funding source used, so that no restricted funds are applied to them.
